Do I need to ship a release to change a message?

No. Copy, targeting and scheduling are managed from the dashboard and take effect without a deploy — which on mobile also means without an app store review.

Can I stop the same person seeing it repeatedly?

Yes. Frequency is capped per message, so a nudge that has already been seen and dismissed does not keep reappearing.

Does it measure whether the message worked?

It reports delivery and interaction with the message itself. It does not attribute a change in retention or conversion to a specific nudge — there is no lift attribution built, and we would rather say so than imply otherwise.
